Some improvement is needed to consistently meet the standards and expectations in the skill.  Demonstrates competence in the skill that consistently meets the standards and expectations demanded of the employee's position.  Demonstrates competence in the skill that meets and sometimes goes beyond the standards and expectations demanded of the employee's position.  Demonstrates competence in the skill that meets and often exceeds the standards and expectations demanded of the employee's position.
