A letter of congratulations acknowledges the accomplishments of an individual and helps to build goodwill between people. The usual congratulatory messages include: weddings, engagements, babies, promotions, awards, anniversaries and retirements.
Instead of sending a cookie-cutter congratulatory message, it would help to build rapport if you include some personal twist in the message. In any case, it should contain the following elements:
1. it should be brief, keen and sincere;
2. it should begin with the congratulatory message;
3. it should include a reason for the congratulations, or an acknowledgment of the effort put into the achievement;
4. it should end with an expression of goodwill - e.g. hope to work together in your new role in the future.
